To create a more organized and stable Korean society in the University, we the officers of the Korean Students Organization, draft this constitution. Hoping to fulfill this goal, we submit this constitution which shall go into effect upon approval of a 2/3 majority vote of the members.
Article I
Name
This organization shall be known as the Korean Students Organization
of the University of Chicago (KSO).
Article II
Purpose
1. To provide for the Korean student participation in the school community.
2. To work with the administration to further the welfare of the KSO
and the University.
3. To promote better relationships between the KSO and:
A. The administration and faculty.
B. Other social and academic clubs in the University.
C. The Korean community in Chicago.
4. To promote student compliance with the rules of the club.
5. To provide a forum for Korean student expression.
Article III
Affiliation
The KSO is responsible to the Korean student body and is subject to
regulation by the University of Chicago's Student Government.
Article IV
Responsibilities of the
KSO
1. To charter extra-curricular activities with the concurrence of
the Student's activities committee.
2. To serve as primary liason between the Korean student group and
the Administration for the purpose of forwarding criticisms and suggestions.
3. To assist the Administration in any way in which the KSO can be
of service to it or the University.
4. To control KSO funds.
5. To completely plan and supervise all KSO elections.
6. To keep the Korean student body informed on the KSO events and
other events of interest.
7. To strive to fulfill all stated purposes of KSO
8. To sponsor projects requested by members when appropriate.
Article V
Members
1. Officers of the Korean Students Organization will be a President,
Vice-President, Secretary, Treasurer, Social Chairperson, Marketing
Chairperson, and Fundraising Chairperson elected by the members of
the KSO as outlined in Article IX. Their functions are outlined in
Article VII.
2. In addition to the above officers, there shall be a Presidential
Board of Advisors, whose functions are outlined in Article VIII.
3. Each dormitory will have a representative elected by the officers
who shall help inform the members of the KSO activities.
Article VI
Complaints and Suggestions
1. Complaints and suggestions may be made in two ways.
A. A written letter to the President of the club, or
B. A verbal one at the meeting.
2. Complaints and suggestions that were made will be presented at
the next meeting.
Article VII
Qualifications of Officers
1. All officers must be a member of KSO.
2. The President shall
A. Call meetings when he/she deems it necessary.
B. Be the chief speaker of meetings.
C. Supervise all decisions, planning, and activities of the club.
D. Have authority over other officers, but his/her authority shall
be limited by the Presidential Board of Advisors.
E. Assign duties to the officers and to the volunteer members of the
club.
F. Review all complaints sent by the members and other persons of
interest as outlined in Article VI.
G. Act upon the complaints as best as he/she can do.
H. Be the liaison between the officers and the faculty advisor.
I. Organize social and academic events for the KSO
3. The Vice-President shall
A. Act as President in his/her absence.
B. Help the President in all his/her duties.
C. Consult the Presidential Board of Advisors when necessary (as outlines
in Article VIII)
D. Be the chief recruiter of new members.
E. Be the chief liaison between the officers and the administration.
F. Help the Treasurer with the club's money
G. Help the President organize social and academic events.
H. Be the liaison between the KSO and the Korean graduate school students
of the University of Chicago.
4. The Secretary shall
A. Record the minutes of every KSO and officers meeting, and distribute
copies to all members and other interested persons. This shall be
done within two days following a meeting.
B. Keep a record of attendance of every KSO member
C. Keep a record of attendance of all activities sponsored by KSO
D. Handle all paper work assigned to him/her by the President
E. Handle and keep a file of all KSO correspondence.
F. Be responsible for the publicity of all KSO functions at the University
of Chicago through e-mail and word of mouth.
G. Represent and have all the powers of the President in the event
that the President or Vice President cannot.
5. The Treasurer shall
A. Handle all funds of the club with the Vice-President.
B. Be responsible for collecting fees at social and academic events.
C. Keep a record of net assets.
D. Report records of the assets to the President and Vice-President
each month.
E. Represent KSO at all Committee on Recognized Student Organizations
(CORSO) meetings.
F. Represent and have all the powers of the President in the event
that the President or Vice President or Secretary cannot
G. Maintain and draft annual budget with CORSO
6. The Social Chairperson shall
A. Prepare for all social and academic events organized by the President
and Vice-President. (I.e. At social events such as dances, he/she
shall be responsible for finding a disc-jockey, reserving a room,
getting and making refreshments, and find the necessary equipment's.)
B. Help the Vice-President in recruiting new members.
C. Be responsible for promoting better relationships between the KSO
and other social and academic clubs in the University.
D. Be responsible for promoting better relations between the KSO and
other KSO's around the Chicago area and throughout the Midwest.
7. The Marketing Chairperson shall
A. Help the Secretary on the publicity of all KSO functions at the
University of Chicago campus through e-mail, and word of mouth.
B. Design flyers for all KSO functions on campus.
C. Be responsible for the distribution and posting of all flyers at
least one week before an event, meeting or party.
D. Design and distribute all invites
E. Be responsible for designing flyers for all KSO functions off campus.
8. The Fundraising Chairperson shall
A. Be responsible for all fundraising activities
B. Be responsible for contacting companies for corporate funding.
C. Supervise all fundraising activities.
9. The duties of each officer shall not be exclusively limited to
its position, but will be shared by the other officers in an attempt
to establish a congruent and well-organized KSO
Article VIII
Presidential Board of Advisors:
1. This board will consist of five members elected by the officers.
2. The purpose of this board is to insure equal representation of
all interests groups in the KSO.
3. Functions:
A. To advise the President.
B. To check the power of the officers
C. Has the power to veto any decisions made by the officers with a
4/5 majority vote.
4. The chief liaison between this board and the officers will be the
Vice-President of the club.
Article IX
Election of officers:
Elections will be planned and supervised by the acting officers of
the KSO
1. Date of the elections will be scheduled by the officers no earlier
than the third week and no later than the seventh week of the Spring
academic quarter.
2. Elections for all offices will be held in one day.
3. Members who are unable to attend the general election may submit
absentee ballots to the officers but they must do so before the actual
election. The absentee ballots must be accompanied by the signature
of a recognized member.
4. Nomination
A. All candidates must be a member of KSO
B. To run for an office, the candidate must be nominated or nominate
him/herself one week before the election.
C. The candidate is nominated by speaking to one of the officers.
D. There is no limitation on the number of candidates for each office.
E. Students may not run for more than one KSO office
5. Campaign
A. The officers shall distribute the names of the candidates and their
platforms immediately following the nomination process to all the
members of KSO
6. Elections:
A. Elections shall be conducted by secret ballots supplied by the
KSO officers.
B. The ballots will be counted by the acting officers.
C. Any acting KSO officer who is running for a second term will not
take part in counting the ballots.
D. Elections for each office will be done separately in the following
order - President, Vice-President, Secretary, Treasurer, Social Chairperson,
Marketing Chairperson, and Fundraising Chairperson.
E. The candidate with the most votes will be elected.
7. Inauguration
A. All officers elected shall be inaugurated at the beginning of the
following year.
B. Prior to this inauguration, the officers elected shall be responsible
for having at least one conference with the officers they are succeeding
and observing at least one meeting of the KSO officers,
C. Each officer will take an oath of office not to resign his/her
position and to fulfill his/her duties.
Article X
Amendment
1. Any member of the KSO may submit a petition signed by 25% of the
members proposing an amendment to the constitution. The KSO will present
this proposal to the student body within two weeks of submission.
A referendum vote by secret ballot will be taken no earlier than one
week and no later than two weeks after presentation.
2. Any amendment to the Constitution must be approved by a 3/5 majority
vote of the members.
3. Any officer of the KSO may suggest a change, which must be in writing.
By Laws of the KSO Constitution
The following are the by-laws of the Korean Students Organization
1. Definition
The by-laws explain in detail, some sections of the Constitution.
2. Meetings
A. The president shall set up a schedule for regular meetings.
B. Regular meetings shall be at least twice per quarter.
C. The president has the authority to call meetings when necessary
3. Removal from office
Any member of the KSO may submit a petition signed by at least fifteen
students requesting the removal of an officer from his/her position.
The KSO will then present this petition to the members for consideration.
A secret ballot vote must be held within the following week. A 2/3
vote and the votes of all the other officers shall be necessary for
impeachment. If one or the other is not obtained, the member shall
retain his/her office.
4. Terms of office for all officers including the members of the Presidential
Board of Advisors is one year.
5. Vacancies
Vacancies due to removal from office or unexpected departure shall
be filled by re-election following the process outlined in the Constitution,
Article IX.
